MR. JOHN EDGAR

Chief, Office of Energy, Environment, and Climate Change, United States Agency for International Development (USAID)

John Edgar is the Chief, Office of Energy, Environment, and Climate Change, United States Agency for International Development (USAID) in the Philippines. He was the Deputy Office Director in Ethiopia from August 2015 to June 2018. He was also the the Chief for Sustainable Growth in USAID Malawi. He finished his Bachelors of Arts degree in International Studies from the William and Mary and obtained his Master’s degree from Cornell University.

MISS FLORADEMA “FOLAY” ELEAZAR

Programme Manager, United Nations Development Programme (UNDP)

Floradema “Folay” Eleazar is a Forester and Environmental Planner from the Philippines. She is the Program Manager of Inclusive and Sustainable Development of the United Nations Development Programme  (UNDP) Philippines. Her areas of expertise are in protected areas planning and management; community based resource management; indigenous community conserved areas; land administration and management, and monitoring and evaluation systems. She is an honorary member of the Global ICCA Consortium. She works well with policy makers, local communities and indigenous peoples; local government units, and NGOs.

ATTY. LESLEY JEANNE CORDERO

Senior Disaster Risk Management Specialist, The World Bank

Lesley Y. Cordero is a Senior Disaster Risk Management Specialist at the World Bank. She is the DRM focal person in the Philippines, co-managing the disaster risk management and risk financing and insurance programs in the country. She has been involved in other DRM projects in Vietnam, Myanmar, and Fiji Islands. She is also co-leading the World Bank Group’s Marawi (Post-Conflict) Rehabilitation and Recovery technical assistance for the government. Lesley graduated magna cum laude with a degree of Bachelor of Philosophy at University of San Carlos in 2001 and Juris Doctor of Laws at the Ateneo de Manila University School of Law in 2005.

MISS ANNIKA SEILER

Senior Advisor to the Vice President for Finance, Asian Development Bank (ADB)

Annika Seiler has more than fifteen years of international experience in economic and financial appraisal of energy sector projects, in regulatory, institutional and energy sector governance analysis. She has been working with ADB since December 2011. She used to be the Finance Specialist (Energy) in ADB’s East Asia Energy Division where she was responsible for identifying, developing, processing, and implementing ADB’s CCS as well as energy efficiency and clean fossil fuel power generation loan and technical assistance projects in the People’s Republic of China. She is now the Senior Advisor to the Vice President for Finance, Asian Development Bank (ADB). Annika took post graduate studies at the Harvard Kennedy School.

HON. VICE GOV. ATTY. JO KRISTINE “KAYE” C. REVIL

Vice Governor, Province of Masbate, Philippines

Vice Governor Kaye Revil obtained her Bachelor of Tourism degree in the University of the Philippines Diliman and Juris Doctor degree in the Ateneo de Manila University School of Law. She served as a professional fellow under the Professional Fellowship Program of the Young Southeast Asian Leaders Initiative granted by the US State Department and managed by the American Council of Young Political Leaders. She had executive education with Asian Institute of Management, Harvard University’s Kennedy School of Government, Development Academy of the Philippines, Lee Kuan Yew School of Public Policy, Innsbruck, University, Erasmus University and the University of Fribourg-Institute of Federalism. Vice Governor Revil initiated the Provincial Tourism Development Code of Masbate which led to increased tourists influx to the province and spurred local economic development. She partnered with the Harvard Club in pioneering Climate Smart Summit in Masbate in 2017; authored and sponsored the Freedom of Information Ordinance; Smoke-free Ordinance. She recently received a US Embassy grant on tourism & environmental sustainability through the Youth of Masbate United for Sustainable Tourism (Youth MUST) project. She is the current elected President of the Lady Local Legislators League of the Philippines and the Assistant Secretary General of the Union of Local Authorities of the Philippines.
